Schwartzel looked even more of an unlikely leader early in his round, with a double-bogey at the ninth caused by hitting his third into the water leaving him on one over par.<br />
But birdies at 10, 12, 13, 14 and 16 soon followed for the South African, who eventually came home in 31 to post the clubhouse lead.<br />

Tourism Minister Robert Henderson said government over-estimated how much money the four golf courses would bring in.<br />
He said there are a number of reasons for the shortfall.<br />

The P.E.I. cabinet approved the special warrant last week to Tourism PEI of close to $1.4 million — $1.1 million going to the golf courses to make up for the lost revenue.<br />
